Training, Support and Co-ordination Centres

At the heart of the KUYAP project is the development of a small cluster of six Training Support and Co-ordination Centres (TSCCs) which will eventually lead the process of training the employers and employees of key companies in the skills of adaptability. Much of the project is designed to create a process in which these centres identify the participating SMEs and develop tailored programmes to stimulate a culture of adaptability through training, which will be delivered by the centres’ staff throughout the fifteen growth centres and their catchment areas.

The centres are being established in Elazig, Erzurum, Gaziantep, Samsun, Sivas and Ankara.

The TSCCs, accommodated and equipped by TOBB and host chambers of commerce and/or industry, and staffed by Training Co-ordinators, are the driving force behind the project. Given the importance of the centres the project is devoting considerable resources to ensuring that they will be established quickly and smoothly, that the staff are selected and trained and that management systems are installed to ensure a high quality service delivery, combined with a sustainable operation.

A wide range of business and management subjects are needed to develop the culture and practice of adaptability. In order to ensure that SMEs may develop skills in as many subjects as possible, the TSCC staff will develop a portfolio of training supports to be delivered by each centre, which will be tailored to the identified needs of local SMEs, reflect the sectoral and cultural requirements of each province and be delivered by experts – including the TSCC co-ordinators themselves and specialist practitioners who will be engaged as required.

Proper management and co-ordination of the training delivery will ensure that the full range of training services will be made available in all fifteen growth centres, mainly through close co-operation between regional chambers and the establishment of outreach facilities.

With the support of the project, the TSCCs will become focal points in their areas for training and support to develop cultures of adaptability. Recognising that the centres operate under the auspices of their host chambers, the project will also contribute to the development of the chambers’ capacity to manage and support the TSCCs.

Knowledge and Experience Sharing

The project recognises the close connection between training/learning and knowledge/experience sharing.

The training programmes will be supplemented by a number of initiatives designed to expose SME employers to examples of best practice in small and medium enterprise management in Turkey and in the EU. Based on the participation in the training programmes the project will organise and lead three study visits, two to the EU and one to the developed regions of Turkey. The visits will give the participants the opportunity to see at first hand the results of adaptability practices and to give practical application to the subjects which had been covered in the training modules. The visits will be supplemented by sectoral workshops at local levels and given practical expression by the development of innovative and sustainable models for a selected number of companies.

However, the project also recognises the contribution of employees to the successful adaptability of SMEs, and will take steps to stimulate that as well. These will follow closely the steps described for the employers: a series of training modules, followed by three further study visits, two to the EU and one to the developed areas of Turkey. While the aims of the exercises are similar the emphasis will be different, reflecting the different needs and perspectives of employees. At the same time the project will design and install the equipment and systems to support online training programmes.

However, the project also recognises the contribution of employees to the successful adaptability of SMEs, and will take steps to stimulate that as well. These will follow closely the steps described for the employers: a series of training modules, followed by three further study visits, two to the EU and one to the developed areas of Turkey.
